Additional Permission for EDUs to limit draft & finalized SOAP note view

Providing EDUs with an additional permission based feature that allows students added to the system to document their notes but hide/disable their ability to see other user's documentation. This would help EDUs in ensure assignments are not duplicated, and ensure proper workflow for students.
