duplicate charts

The system currently warns you if there is a duplicate chart only when the chart is active or in the same location. The system should always warn you if there the new entry will create a duplicate chart whether the previous chart is inactive or in another location. This should include everyone within the practice so that if the patient goes to a different location there aren't so many different charts entered.
